Colorado’s Liquor and Tobacco Enforcement Division recently issued Bulletin 25-01 titled: Direct-to-Consumer Shipments of Malt or Spiritous. The Bulletin states that only wine, (vinous liquor) may be shipped by a winery located in the United States into the state and only when sold and shipped via a valid winery direct shipper’s permit.
The bulletin states: It is illegal to ship malt liquors or spiritous liquor directly to a Colorado consumer regardless of whether the shipment is from inside or outside the State of Colorado.
The bulletin does not state if any enforcement actions or investigations are underway. However, it clearly puts industry members on notice of the regulator’s position and removes doubt about the matter.
