Miami – November 13, 2025 – Greenspoon Marder is pleased to announce that it has secured its fourth cannabis dispensary entitlement in the City of Miami for client The Comras Company. This marks the latest success in a continuing series of entitlement approvals the firm has achieved on behalf of clients across the regulated cannabis and hospitality sectors. To date, no other law firm has been able to secure any such approvals in Miami, with the first such approval involving contentious litigation against the City of Miami filed on the morning of the City Commission meeting where the approval was to be considered.
This most recent approval clears the way for a flagship retail presence and underscores the firm’s track record in complex regulatory matters at the intersection of land use, municipal law and cannabis licensing. It also highlights the firm’s agility in effectively utilizing the court system to achieve client goals through litigation when necessary.
The Greenspoon Marder team comprised attorneys from the firm’s Hospitality, Alcohol & Leisure Industry Group, including Louis J. Terminello, Joshua Remedios and Kevin Cruz. The entitlement reflects a sustained, strategic effort that involved site eligibility analysis, stakeholder outreach and navigation of evolving municipal frameworks.
“This result is the product of persistence, collaboration and a clear-eyed strategy aligned with the City’s priorities,” said Louis J. Terminello, chair of Greenspoon Marder’s Hospitality, Alcohol & Leisure Industry Group. “We are proud to support The Comras Company through a comprehensive process that began three years ago and concluded with a business-forward solution for Miami.”
This dispensary entitlement supports Miami’s continued development of regulated cannabis retail opportunities, while ensuring adherence to safety, operational and community-impact standards. With approvals in hand, the client is positioned to move forward with next-step permitting and build-out.
