Firm Remains Only Law Firm in Miami’s History to Secure Landmark Adult-Use Extensions
Miami, Fla. – December 15, 2025 – Greenspoon Marder announces that on December 11, 2025, the Miami City Commission unanimously ratified and affirmed the City of Miami’s Planning, Zoning and Appeals Board (PZAB) 7-2 recommendation for an Exception extending a non-conforming adult use through May 10, 2050. This marks only the second time in the City’s history that such an extension has been granted. The first approval of its kind was also secured by Greenspoon Marder in 2019 for Club E11EVEN, which was recently named as the best club in the U.S.
The approval was a result of the comprehensive effort by a multidisciplinary Greenspoon Marder team, including Chair of the Hospitality, Alcohol and Leisure Industry Group, Louis J. Terminello, along with attorneys Joshua Remedios, Kevin Cruz, regulatory consultant Michael Tarkoff, and licensing operations coordinator, Kimberly Rasnake. The upstream client is the largest publicly held organization that operates adult clubs across the U.S. The team coordinated extensive strategy, community and stakeholder engagement and technical land use advocacy to navigate the City’s comprehensive review and achieve the favorable outcome.
The City Commission’s vote concludes a comprehensive three-year review process during which the City Attorney’s Office had initially maintained that the venue did not hold a valid adult use, was required to cease operations, and lacked standing to seek reinstatement. The Commission’s unanimous affirmation confirms the strength of the firm’s legal position and reflects the impact of Greenspoon Marder’s thorough research, strategic advocacy, and extensive experience navigating complex municipal procedures.
