Panama City, Fla. – October 13, 2025 – Greenspoon Marder is pleased to announce a favorable ruling on behalf of its client, Bambi’s Doll House, Inc., in a legal dispute against the City of Panama City, Fla. The Circuit Court of the Fourteenth Judicial Circuit in Bay County, Fla., has entered a final judgment in favor of Bambi’s Doll House, Inc., affirming the improper adoption of Ordinance 3058 and securing the rights of our client to continue its operations without undue interference.
The case, filed under Case No. 23-CA-1154, centered on the City’s attempt to enforce a Notice of Violation against Bambi’s Doll House, Inc., based on a purported “change of ownership” clause in §7-89, which was allegedly triggered by the sale of stock from Whitsitt to Jessome. The Court found that Ordinance 3058, which sought to enforce this clause, was improperly adopted and is therefore null and void.

The Court granted declaratory and injunctive relief, allowing the business to continue operations without being classified as a nonconforming use.
