Experience Before Florida Regulatory Agencies
Greenspoon Marder represents clients in matters involving Florida regulatory agencies, including the Florida Department of Business and Professional Regulation (DBPR), Florida Department of Health, Florida Department of Agriculture and Consumer Services, and Florida Department of Financial Services. Senior counsel Michael Martinez has represented clients before these agencies on licensing matters, administrative complaints, compliance issues, declaratory statement petitions, rule challenge proceedings, and administrative appeals. He is supported by Licensing Operations Coordinator/Paralegal, Michelle Avila Acebal.
Before joining the firm, Mr. Martinez spent approximately 15 years with the Florida Department of Business and Professional Regulation, serving as an Alcohol Beverage and Tobacco prosecutor, Chief Attorney for the Division of Alcoholic Beverages and Tobacco, and ultimately Deputy General Counsel. In those roles, he advised agency leadership, worked on licensing and regulatory matters, oversaw legal guidance for multiple business divisions, participated in rulemaking matters, and addressed complex compliance issues affecting regulated industries.
Clients benefit from more than legal analysis. They gain the perspective of an attorney who previously worked inside state government and understands how regulators think, investigate, and make decisions. Rather than guessing how an agency may respond, Mr. Martinez draws upon years of government service to anticipate issues before they arise, navigate regulatory challenges efficiently, and position clients for successful outcomes. This insider understanding can be particularly valuable in licensing, compliance, enforcement, and administrative litigation matters.
